Correct, non plated vehicles must have it. In UT, we also have plated, street legal OHV vehicles that must have it. If you have street legal registration with a full size plate, no need for the certificate.
They are pretty relaxed here. Make sure you have a whip and don't do anything too stupid. DNR is constantly patrolling the area closer to the lake. They do have SXS and jeeps they cruise the dunes and rocks in but I've only seen them out there during a large event or if there is an accident, but that doesn't mean they aren't out cruising. From what I've noticed, it seems the biggest thing for them is open container while driving. Try to minimize road sodas to stops or while deeper in the rocks.
