Linking questions pt.2

I’ve heard you want your upper links 75% of the length of your lower ones, example does that mean links off the truck laying on the floor for that measurement, or the measurement from the link mounts on axle side to frame side mounts? My upper axle link mounts are pushed further back than the lower mounts on the axle.
