anybody ever heard of or used this site? is it legit? title and registration any state........ fix titles. what would be the cautions?

Buddy of mine registers all his drift cars in Montana somehow. We also have permanent registration, so that's a thing. Can't vouch for the website though sorry.

I’ve looked into them a handful lol of times, they will get you plates in South Dakota. I’ve never talked to anyone who had done it but if you live in California the cops can still impound your bike if it has out of state plates.
