might be missing a part on the shaft?

Yes one or two washers to space it off the chamfer in the shaft where the shims are seated now.
 
can i just delete that sleeve piece and not loose full extension stability?
i think this sleeve will always slide down eventually and ram shims

Definitely get a top out washer! If you wanna get real fancy you can play with diameters of the washer and spacing from the comp shims as well and see how it affects your valving. Keep the sleeve as well, That reduces the leverage the piston has on the shock body at full extension. removing that "could" result in the piston gaining enough leverage against the oil at full extension and allow it to twist the seal head out of the body of the shock! (Hope that makes sense 😅)
