a 150# split and plugging a bleed would be a good start to get some more bottom out resistance will minimal impact on ride quality.
Adding a second bleed will affect ride quality. If you want to maintain a smooth ride and have bottom out resistance a second shock with a staggard layout bypass tubes is your answer.

obviously adding a bypass is the best solution, but he said it wasnt in the cards.

ride quality is will suffer a little by plugging a bleed, but its the trade off if you want more bottom out resistance.
